ECAS Registration for Tobacco & Nicotine Products in the UAE
Vapes, e-liquids, heated tobacco, cigarettes, moassel, dokha and cigars all require MoIAT ECAS conformity before they enter the UAE market — each with a demanding test panel and strict per-certificate limits. We prepare the technical file and manage the full MoIAT application.
Vape importers — read this first: the e-liquid/heated product and the device hardware are two separate ECAS certificates under the same resolution. Many applications stall because only one was filed. We handle both together so nothing is missed at customs.
Why these products are the hardest to register
Tobacco and nicotine products carry some of the heaviest evidence requirements in the scheme — multi-analyte lab panels, child-resistant packaging declarations, QMS evidence and a prerequisite label certificate. The certificate is issued by MoIAT and its Notified Bodies; our job is to assemble a complete, correct dossier so shipments are not held while documents are chased.
Tobacco & Nicotine Categories We Handle
Each category has its own cabinet resolution, standard and certificate limits. Select your product type for the full requirements.
Electronic Nicotine Products Pairs with Devices
E-liquids and heated tobacco — the consumable side. Requires a separate ISO 17025 test report for every flavour, formulation and nicotine strength.
Electronic Nicotine Devices Pairs with Products
The device hardware — a separate electrical-safety certificate covering the unit and its battery, distinct from the e-liquid certificate.
Cigarettes
Manufactured cigarettes, requiring tobacco raw-material testing, pesticide-residue analysis and a product-label certificate as a prerequisite.
Moassel (Shisha Tobacco)
Unflavoured and fruit-flavoured moassel, with accredited testing and a declaration that the tobacco is free of additives and pesticides.
Dokha
Dokha tobacco mixtures, requiring accredited testing of the raw-material blend and a purity declaration confirming no foreign matter.
Cigar — Label Evaluation
Label and health-warning evaluation for cigar packaging — front and rear package layout assessed against the current standard.
Why importers choose TheCorpBridge
We file both certificates
For vape products we manage the e-liquid and the device certificates together — the split that most often holds shipments at the border.
We get the test panel right
Multi-analyte nicotine panels, heavy-metal screens and per-formulation reports — we scope testing precisely so labs run the right work once.
Label certificate first
Tobacco categories need an ECAS label certificate before the product certificate. We sequence the dependencies so nothing blocks at the last step.
A category others avoid
Few consultants work this space openly. Our in-house team handles it factually and end-to-end, across the UAE and wider GCC.
How the application works
Four stages from product to issued certificate. We run the first three; MoIAT and its Notified Body issue the certificate.
Assess & match
We confirm the category and resolution, map the full test panel, and identify every dependent certificate (label, device) up front.
Prepare the file
We arrange ISO 17025 testing per flavour/formulation, compile QMS evidence, declarations and label documents.
Submit & manage
We register and submit through the MoIAT portal and manage reviewer queries until the file clears.
Certificate issued
MoIAT / its Notified Body issues the ECAS conformity certificate, ready for customs and distribution.
