Why these products are the hardest to register

Tobacco and nicotine products carry some of the heaviest evidence requirements in the scheme — multi-analyte lab panels, child-resistant packaging declarations, QMS evidence and a prerequisite label certificate. The certificate is issued by MoIAT and its Notified Bodies; our job is to assemble a complete, correct dossier so shipments are not held while documents are chased.

Do I need one ECAS certificate or two for a vape product?
Two. Under Cabinet Resolution 5 of 2019, the e-liquid/heated product is certified separately from the device hardware. The product certificate covers the consumable and its chemical test panel; the device certificate covers electrical and battery safety. Both are required, and missing one is a common reason vape shipments are held.
What testing is required for e-liquids?
Each flavour, formulation and nicotine strength needs its own ISO 17025 test report covering nicotine concentration, caffeine, taurine, declared colourings, ethylene and diethylene glycol, formaldehyde, acetone, and a panel of heavy metals. Reports are valid for one year, with full testing again at re-certification.
Why do I need a label certificate before the product certificate?
Tobacco and nicotine categories require an ECAS certificate for the product label as a prerequisite to the product conformity certificate. We sequence the two so the label is cleared first and the product application is not rejected for a missing dependency.
How many SKUs can one certificate cover?
Most tobacco and nicotine categories are limited to one SKU per certificate (devices are one model per certificate, regardless of colour). This affects cost and timeline across a product range, so we plan the certificate structure with you before filing.
Does TheCorpBridge issue the ECAS certificate?
No. The ECAS certificate is issued by MoIAT and its Notified Bodies. TheCorpBridge is the application consultant — we scope the testing, prepare the technical file, sequence the dependent certificates, and manage the MoIAT submission end-to-end.
