Understanding the MOIAT Regulatory Framework

The Ministry of Industry and Advanced Technology — formerly the Emirates Authority for Standardization and Metrology (ESMA) — is the UAE federal authority responsible for product conformity, technical regulations, and the national quality infrastructure.

MOIAT issues the Certificates of Conformity that allow regulated products to be legally sold, imported, or manufactured in the UAE. Without the right certificate, regulated products face customs rejection, delayed shipments, market withdrawal, and significant commercial penalties.

The MOIAT framework operates through two distinct certification routes, each serving a different commercial purpose: a mandatory conformity scheme that proves your product meets UAE technical regulations, and a voluntary quality mark that signals continuous factory-level quality assurance.

The Regulator

MOIAT sets the standards, defines the regulated product list, and issues the final Certificate of Conformity through its appointed notified bodies.

The Notified Bodies

SGS, Intertek, TÜV Rheinland, Bureau Veritas and others are appointed by MOIAT to assess products and issue certificates on its behalf.

The Testing Labs

ENAS-accredited laboratories (ISO/IEC 17025) provide the technical test reports that underpin every MOIAT submission.

ECAS or EQM: Which Route Applies?

This is the most strategic question in MOIAT certification — and the most commonly misjudged. ECAS and EQM serve different commercial purposes, follow different evaluation processes, and carry different validity periods.

Regulated Product Categories Under MOIAT

MOIAT regulates a wide range of consumer and industrial products. The exact scheme — ECAS, EQM, or both — depends on the product category and the underlying UAE.S or GSO standard.

Electrical & Electronic

Appliances, cables, lighting, energy-efficient equipment, EV charging systems, low-voltage equipment.

🌂

Cosmetics & Perfumes

Skincare, perfumery, personal care products. Often paired with cosmetic product registration.

🧼

Detergents & Chemicals

Surfactants, household cleaning products, dish-wash and fabric care formulations.

🥖

Food & Beverage

Bottled water, juices, dairy, packaged foods. EQM is mandatory for several beverage categories.

🍽

Food-Contact Materials

Packaging, utensils, and containers in direct contact with food products.

🧣

Textiles & PPE

Garments, occupational safety items, personal protective equipment under TR UAE standards.

🚗

Automotive & EV

Spare parts, electric vehicles, electric motorcycles, speed limiters and mobility components.

🏗

Construction

Elevators, escalators, automatic doors, and selected building safety components.

The CorpBridge MOIAT Method

A MOIAT submission is only as strong as the technical file behind it. Our four-stage method moves your product from initial route assessment to certified market access — without the rework that delays most applications.

Step 01

Eligibility, Route & Gap Analysis

We confirm whether your product is regulated, identify the applicable UAE.S / GSO standard, recommend ECAS or EQM, and audit your existing file against MOIAT category requirements.

Step 02

File Build & Documentation

Our team prepares the Declaration of Conformity, formula declarations, MSDS, Arabic / English manuals, label artwork, and category-specific evidence to MOIAT specifications.

Step 03

Testing & Notified Body Coordination

We coordinate ENAS-accredited laboratory testing and liaise with notified bodies — SGS, Intertek, TÜV Rheinland, Bureau Veritas — on your behalf.

Step 04

Submission, Audit & Post-Approval

We handle the MOIAT portal submission, prepare you for EQM factory audits, and manage renewal calendars to keep your certifications current.

Why Manufacturers & Importers Choose TheCorpBridge

MOIAT certification involves three different organizations — the regulator, the notified bodies that issue certificates, and the testing labs. We sit where you actually need help: building the file, choosing the right route, coordinating everyone else.

🔗

One Accountability Line

Notified bodies issue certificates — they don’t prepare your file. We do, and we manage their process on your behalf. Single point of contact through the full submission.

🌂

Integrated Cosmetic Depth

For cosmetics, your MOIAT file connects directly to Dubai Municipality registration and Saudi SFDA pathways — one team across the GCC, not separate vendors per market.

🥖

Food & QMS Bridge

EQM requires a working QMS and factory audit. We implement HACCP, ISO 22000, and FSSC 22000 in-house — QMS and EQM file built by the same team, same timeline.

🏔

Dubai-Based, Hands-On

Local consultancy with hands-on file preparation — not a remote notified body, not a generic management consultant. Direct engagement through every stage.

Why MOIAT Applications Get Delayed

Most MOIAT delays trace back to file-preparation errors that could have been caught in the first two weeks. The most common causes we see in practice:

  • The wrong technical regulation or product scope is selected at the application stage.
  • Laboratory test reports don’t match the exact product model, variant, or applicable annex.
  • Label artwork is missing Arabic translations, technical terminology, or rating-label compliance.
  • Arabic and English manuals are technically weak for regulated electrical or industrial products.
  • Cosmetic files are submitted without the free sale certificate, formula declaration, or product safety report.
  • The UAE applicant’s trade license activity or importer role isn’t aligned with the submission.
  • Submission is made under ECAS when the product would have qualified for EQM — or vice versa.
  • No version control on model codes, manufacturer authorizations, or commercial documents.

Frequently Asked Questions

What is MOIAT and what does it regulate?
MOIAT — the Ministry of Industry and Advanced Technology — is the UAE federal authority responsible for product conformity, technical regulations, and national standards. It regulates products through two main schemes: ECAS (mandatory conformity) and EQM (voluntary quality mark).
What’s the difference between ECAS and EQM?
ECAS is a mandatory product conformity certificate valid for one year. EQM is a voluntary premium quality mark backed by factory audit and QMS evaluation, valid for three years, and permits use of the EQM logo on packaging.
Is MOIAT certification mandatory in the UAE?
ECAS is mandatory for products falling under specific UAE technical regulations. EQM is voluntary. The first step in any project is confirming which scheme applies to your product.
Which products require ECAS certification?
Common categories include electrical and electronic appliances, cosmetics, perfumes, detergents, food-contact materials, textiles, PPE, automotive components, and selected food and construction products. The MOIAT regulated product list defines the exact scope.
Which products are eligible for EQM?
Most regulated product categories can be certified under EQM if the manufacturer operates a compliant QMS and can host a MOIAT factory audit. Bottled water, juices, dairy products, and many cosmetics are commonly EQM-certified.
Is EQM required if I already have ECAS?
No. ECAS is sufficient for legal market access. EQM is a voluntary upgrade that offers longer validity, the EQM logo, and stronger market positioning — useful for manufacturers competing on quality.
How long is an ECAS certificate valid?
ECAS certificates are typically valid for one year and require annual renewal, including re-evaluation of supporting documentation and test reports.
How long is an EQM certificate valid?
EQM licences are typically valid for up to three years, subject to surveillance audits and continuous QMS compliance.
Can an overseas manufacturer apply directly, or do I need a UAE entity?
The MOIAT applicant is generally the UAE legal entity responsible for placing the product on the market — typically a local importer, distributor, or manufacturer. Overseas manufacturers apply through this UAE representative.
How does TheCorpBridge differ from a notified body like SGS or Intertek?
Notified bodies issue certificates and conduct testing under MOIAT appointment — they do not prepare your technical file. TheCorpBridge is a consultancy: we build your file, choose the right route, and coordinate notified bodies on your behalf.
