E-liquids and heated-tobacco products need an ECAS conformity certificate before sale in the UAE — with lab testing per flavour and nicotine strength. Note: the e-liquid product and the device hardware are two separate certificates.

What it covers

This certificate covers the consumable side of vaping — e-liquids and heated-tobacco products. The defining requirement is ISO 17025 testing for every flavour, formulation and nicotine strength, screening nicotine concentration, caffeine, taurine, declared colourings, ethylene and diethylene glycol, formaldehyde, acetone and a panel of heavy metals. The single most common importer mistake is assuming one certificate covers the whole kit: the e-liquid product and the device hardware are certified separately under the same resolution. If you sell devices too, you also need the vape device certificate.

Frequently asked questions

Is the e-liquid certificate the same as the device certificate?
No — and this is the most common mistake. Under Cabinet Resolution 5/2019, the e-liquid or heated-tobacco product and the device hardware are two separate ECAS certificates. We file both so your shipment is not held at customs over a missing one.
Do I need to test every flavour and nicotine strength?
Yes. The ISO 17025 test report is required per flavour, formulation and nicotine strength, covering the full analyte panel. We arrange the testing through accredited labs and group your range efficiently into the dossier.
What is tested in an e-liquid?
Nicotine concentration, caffeine, taurine, declared colourings, ethylene and diethylene glycol, formaldehyde, acetone, and heavy metals including lead, cadmium, mercury, chromium, nickel, iron, arsenic and tin.
