EQM Drinking Water Licence in the UAE

Bottled drinking water uses the Emirates Quality Mark (EQM) licence — and it stacks on top of two other certificates. We manage the full three-certificate bundle and the MoIAT process in one project.

What it covers

Bottled drinking water is licensed under the Emirates Quality Mark (EQM), a higher-tier quality licence — not the standard ECAS route. It also depends on two prerequisite certificates: an ECAS conformity certificate for drinking water and an Industrial Measurement System certificate. That means a water bottler typically needs three certificates, and where rPET bottles are used, a food-contact certificate as well. We manage the whole bundle as a single project so the dependencies line up and nothing blocks at the last step.

Documents you will need

The core dossier MoIAT expects for this category. We prepare and assemble all of it on your behalf.

Valid UAE trade / industrial licence (or overseas accountability declaration)
ECAS conformity certificate for drinking water (prerequisite)
Industrial Measurement System conformity certificate (prerequisite)
ISO 17025 test report
Controlled QMS / HACCP manual, manufacturing-process description and plant layout
Factory vicinity map, label compliance and quality-control plan
rPET bottle requirements where applicable (food-contact certificate plus recycled-plastic evidence)

How the application works

Four stages from product to issued certificate. We run the first three; MoIAT and its Notified Body issue the certificate.

Assess & match

We confirm the category and resolution and map exactly which documents and tests apply to your product.

Prepare the file

We arrange accredited testing and compile the technical dossier, declarations and labels.

Submit & manage

We register and submit through the MoIAT portal and manage reviewer queries until the file clears.

Certificate issued

MoIAT / its Notified Body issues the certificate, ready for customs and distribution.

Frequently asked questions

Is EQM the same as ECAS?
No. EQM (Emirates Quality Mark) is a higher-tier voluntary quality licence used for certain products such as bottled drinking water. It usually requires an ECAS conformity certificate first. We manage both and advise exactly which your product needs.
Why do I need three certificates for bottled water?
The EQM licence depends on two prerequisites — an ECAS drinking-water certificate and an Industrial Measurement System certificate — before the EQM itself can be issued. We sequence all three so the project moves without gaps, and add the food-contact certificate where rPET bottles are used.
How long does the EQM process take?
Around six working days once a complete, correct dossier is in place. The real timeline is dossier preparation and the prerequisite certificates, which we manage together.
Does TheCorpBridge issue the licence?
No. MoIAT issues the EQM licence and the underlying certificates. We are the application consultant — we prepare the technical files, arrange testing, and manage the full submission end-to-end.
