The 7 HACCP Principles — In Plain Language
Codex Alimentarius defines HACCP through seven principles. Here is what each requires of your business — explained for operations managers, not auditors.
Conduct a Hazard Analysis
Identify every biological, chemical, and physical hazard reasonably likely to occur in your operation — from receiving to storage to preparation to service. Hazards you do not identify, you cannot control.
Determine Critical Control Points (CCPs)
A CCP is a point in the process where control is essential to prevent or eliminate a hazard (or reduce it to an acceptable level). Typical CCPs: cooking, cooling, hot holding, refrigeration, receiving.
Establish Critical Limits
Set the measurable boundaries at each CCP — the cooking temperature, the cooling time, the storage temperature. Numbers, not guesses. These are what auditors check.
Establish Monitoring Procedures
Define how and when each CCP is checked, who checks it, and what equipment they use. Monitoring without procedures is just hope dressed up as compliance.
Establish Corrective Actions
What happens when a critical limit is exceeded? Discard the batch? Re-cook? Notify the manager? Document it. Predefined corrective actions stop minor deviations from becoming food safety incidents.
Establish Verification Procedures
Internal audits, calibration of thermometers, review of monitoring records, microbiological testing. Verification confirms the HACCP plan actually works — not just exists on paper.
Establish Documentation & Record Keeping
Monitoring records, corrective action logs, verification reports, training records. If it is not documented, it did not happen — at least from an auditor's perspective.
When HACCP Is Required in the UAE
HACCP is not optional. It is a regulatory baseline mandated by every UAE food safety authority.
Dubai Municipality — Foodwatch
Dubai Municipality mandates documented HACCP plans for every food establishment in the emirate. Foodwatch digital permits require HACCP system upload. Inspections check live HACCP records.
Dubai Food Code 2023
The latest Food Code (2023 edition) explicitly references HACCP-based food safety management as the regulatory baseline. Non-compliance triggers warnings, fines, and license suspension risk.
Person In Charge (PIC) Mandate
Dubai Municipality requires a designated, trained Person In Charge (PIC) at every food establishment — typically certified through HACCP Level 3 or Highfield Level 3 Food Safety training.
ADAFSA — Abu Dhabi
Abu Dhabi Agriculture & Food Safety Authority requires HACCP implementation across food establishments in the emirate. Their inspections follow the same Codex-aligned framework.
Sharjah Municipality — Food Section
